URBAN PLAN AND HOUSING PROJECT

Being the authors of the urban plan, the team studio uek were designated to realize a housing project: 171 apartments, geriatric day-centre, play and celebration space, 6 x communal spaces, 3 x winter gardens, 4 x laundries, 6 x bicycle and baby stroller storage rooms, summer kitchen, roof-top route with terraces and flower-beds.

300 international participants of the forum of cities and juries visit three Europan Implementations in Wien. Architects and clients give a short lecture and guide through their project. We thank all architects and clients for their engagement!

PARTICIPATIVE ACTIVATION PROCESS

From the very beginning the team focused on interdisciplinary methods which brought new forms of cooperation to the project. The participative activation process, as an example, was introduced in the Europan competition entry for the first time. it should complement the actual process of building as well as help to define the future use of a wide range of communal spaces inside the project.
At the start of negotiations the team insisted on involving experts for participation and process development in order to formulate a concept of participation as proposed in the Europan competition entry. These consultancies recommended a neighbourhood–curator who will be supporting the continuity of social processes and occupancy throughout the first three years after moving in. The housing cooperatives would have to guarantee the financing of this participative activation process. By now, the cooperatives have come to an agreement to commission this common neighbourhood-curator. "We saw that through involving new actors into the project, extra ideas like the participative activation process could be pursued." Studio uek.
REALIZATION
January 2009 - January 2013
Being the authors of the urban plan the team of studio uek were designated to realize a 171 unit housing project (of which 30 are apartments for assisted living) with an integrated adult day care centre on one of the four sites. This challenged the team to negotiate their overall concepts within the usual frame of subsidised housing production in Vienna.
Various spatial programmes supported the project’s idea of diversity, but also involved a range of differing actors to the construction phase: ordinary apartments are held by the housing cooperative and equipped on its request. Additionally 30 apartments for assisted living are managed by Caritas, a provider of social services.
These units require infrastructure for handicapped people and services for the elderly. The adult day care centre added an independent programmatic component to the project. it is operated by “Fonds soziales Wien”. “We realized that a multitude of spatial and social programmes would bring more complexity to the implementation process.” studio uek.
BAUTRÄGERWETTBEWERB - COMPETITION

The team studio uek were invited to contribute to the competition brief for an urban development and subsidised housing scheme – a so called “Bauträgerwettbewerb”. The whole area of the housing project was divided into four sites which were assigned through this competition. Teams of architects and housing cooperatives were invited to submit designs for residential buildings with specific common spaces for the individual sites.
URBAN PLAN AND CONTRIBUTION TO THE COMPETITION BRIEF
Participating in the briefing of the “Bauträgerwettbewerb” allowed the team to manifest their overall concepts such as developed in the course of the Europan project: Additional regulations were introduced to complement existing zonings and support the team’s spatial concept for the project.
Landscape architects were engaged to elaborate an overall concept for common free spaces. A multitude of common areas and a pathway which allows a tour over the roofs will be realized connecting the individual sites. A participative activation process to support community building is accompanying the actual planning and construction process. “The responsible actors in Vienna regarded the Europan competition equal to an urban planning competition. This gave our team a quite strong position in negotiating.” studio uek.

As to the public space of the study area, it was more complicated to activate the proposed small scale interventions, because this would need the cooperation of a range of local actors. so far the implementation process has come to a standstill. “We realised that if you want to carry out concepts you need at least one (powerful) supporter outside your team. We still hope to find this actor.” studio uek.
INITIATION - EUROPAN PROPOSAL IN DISCUSSION

It turned out that on the part of the city administration a broad will existed to realize the housing project based on the Europan proposal. The competition entry challenged existing zoning regulations for the project area, but time consuming re-regulations should be avoided and thus the process accelerated.
COMPETITION ENTRY

The Europan 9 competition entry approaches the role of public space at the periphery, using two strategies at different levels of intervention. On the level of the study area the project introduces spatial and temporal correlations of several small scale projects and it calls for cooperation between different actors.
The housing project itself reacts to the fragmented character of the periphery: on a spatial level it forms an island which clearly defines an inside. Through participative, process-oriented, and programmatic methods the project encourages a feeling of belonging and community. “At one point during the competition phase the question was raised if we would rather want to adhere to pre-formulated regulations or criticize them with our competition entry.” studio uek.
